Summary:
This paper is an overview of how to, theoretically, model MOOTW (Military Operations Other Than War) operations. These procedures have not yet been implemented. The author suggests using scripts (see below):

Entry Conditions Conditions that must be satisfied before the events in he script can occur.
Result Conditions that will be true after the script executes.
Props Objects that are involved in the execution of the script. The presence of these objects can be inferred even if they are not mentioned explicitly.
Roles Slots for people who are involved in the events of the script.
Track A variation of a more general pattern that is represented by the script.
Scenes The actual sequence of events that occur.

Also, the author suggests SEs (Synthetic Environments), Three-layer AI and AI personalities.

Without any actual work on implementation this is all very much “blue-skying” and wishful thinking.
